The online Executive Master of Public Administration is designed for public service leaders who are passionate about driving change in their communities. The program will help improve your ability to manage people and resources, formulate policy, predict policy outcomes, and lead strategic organizational change to improve your organization’s impact.
The program features live, online classes taught by Maxwell’s faculty of leading public policy experts. Please note, at least five years of work experience is required to apply.
A Curriculum for Public Service Leaders
Consisting of 30 credits, three core courses, and seven electives, the Executive MPA curriculum helps you to apply analytical principles to address real-world public service challenges. You can customize your seven electives through a selection of online and on-campus offerings from Maxwell and other online Syracuse University graduate programs.
Optional elective opportunities for you to tailor your education include:
- Weeklong in-person intensives on Maxwell’s campus in Syracuse and Washington D.C.
- Main campus Maxwell classes via remote access
- Cross-university online classes offered by other Syracuse University schools such as the Newhouse School of Public Communications or the Whitman School of Management.

Online Format
The online classroom is a hybrid of pre-recorded lectures, accessible 24/7, and weekly live video classes. Held after 7 p.m. EST Monday through Thursday, classes on average consist of no more than 15 students.
- Flexibility: You can complete the EMPA in as few as 12 to 15 months, or two years on a part-time schedule (and you can alternate between full- and part-time status).
